Lubricating oils are under the specialized management of the Ministry of Science and Technology. When importing, it is necessary to check whether the type of lubricants you want to import is subject to quality inspection and declaration of conformity.

• Not on the list that must be declared conformity: normal import, prepare import customs dossier
• On the list that must be declared conformity to regulations: When importing, quality inspection and declaration of conformity must be performed

*Note for internal combustion engine lubricants

– According to the provisions of Circular 10/2018/TT-BKHCN, from December 15, 2018, internal combustion engine lubricant products produced, mixed, and imported on the market must apply the regulations of QCVN 14:2018/BKHCN and AMENDMENT 1:2018 QCVN 14:2018/BKHCN. (This is stipulated in the consolidated document 07/VBHN-BKHCN)

=> For imported internal combustion engine lubricants, a certificate of conformity must be applied before being distributed in the market.
