Quarantine procedure documentation
Step 1: Quarantine registration
a. Submission of quarantine registration dossier
Before importing animal products, the shipment owner shall submit one set of quarantine registration documents—in accordance with Clause 2, Article 10 of Circular 01/2026/TT-BNNMT—to the Department of Livestock and Veterinary Medicine.
Submission may be made via the National Single Window Portal, the Public Service Portal, public postal services, email, fax, or direct submission. If the declaration dossier is submitted via email or fax, the shipment owner must subsequently submit the original copies.
b. Awaiting quarantine acceptance results
Within 04 working days of receiving a complete and valid dossier, and based on the disease situation, disease surveillance and veterinary hygiene monitoring systems of the exporting country, as well as other relevant information (if any), the Department of Livestock and Veterinary Medicine shall send a written approval and quarantine instructions to the shipment owner. This notification is sent via email (if the owner registered via public postal services, email, fax, or direct submission) or via the National Single Window Portal or Public Service Portal (if the owner registered through these portals), and is simultaneously sent to the border-gate animal quarantine agency.
In the event that quarantine is not approved, the Department of Livestock and Veterinary Medicine must notify the shipment owner in writing—or via the National Single Window Portal, Public Service Portal, or email—clearly stating the reasons.
Step 2: Quarantine declaration
a) Upon receipt of the written approval and quarantine instructions from the Department of Livestock and Veterinary Medicine, and prior to the arrival of the goods at the border checkpoint of entry, the goods owner shall submit a quarantine declaration dossier—as prescribed in Clause 3, Article 10 of Circular 01/2026/TT-BNNMT—to the border animal quarantine agency.
Submission may be made via the National Single Window Portal, the Public Service Portal, public postal services, email, fax, or direct delivery. In cases where the dossier is submitted via email or fax, the goods owner must subsequently submit the original copies;
b) Within 01 working day of receiving a complete and valid animal quarantine declaration dossier, the border animal quarantine agency shall endorse the quarantine declaration form (Form No. 3, Appendix V issued with Circular 01/2026/TT-BNNMT) and notify the goods owner of the location and time for the quarantine inspection;
Step 3: Awaiting notification of the issuance of the Quarantine Certificate
Within 05 working days of conducting the quarantine inspection, the border animal quarantine agency shall issue the Quarantine Certificate for imported animal products.
In the event that the Quarantine Certificate is not issued, the quarantine agency shall notify the goods owner in writing—or via the National Single Window Portal, the Public Service Portal, or email—clearly stating the reason;
