HS CODE AND IMPORT, EXPORT DUTY OF STEEL PRODUCTS

Steel import procedures are one of the complex issues for import businesses. To import this item, businesses first need to determine the HS code and tax of the item. Regarding imported steel products, there are 3 main types: scrap steel, raw steel, and finished steel products

Categorize items

+ Raw steel is steel in raw form.

+ Finished steel products: are almost finished products or already finished products such as steel bars, rolled steel, H-shaped steel…

Import Duty

Steel products are divided into two categories: steel subject to self-defense tax and steel not subject to self-defense tax. The types of steel that are not subject to self-defense tax are raw steel: steel in raw form, the types that are subject to self-defense tax are finished steel: nearly finished products or finished products such as steel bars and rolled steel. , H-shaped steel…

+ For raw steel: Including import tax and VAT.

+ For finished steel products:  Including import tax, VAT and additional self-defense tax or anti-dumping tax.

Imported goods subject to safeguard measures

Imported goods subject to safeguard measures include alloy and non-alloy long steel products (including rolled steel and steel bars) imported into Vietnam, with HS codes 7213.10.10; 7213.10.90; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.10; 7227.90.90; 7228.30.10; 9811.00.10.

For HS code 9811.00.10, safeguard measures are only applied to imported goods referred to the original HS codes: 7227.90.10; 7227.90.90; 7228.30.10 and does not apply to imports referred to the remaining original HS codes.

Long steel products with one of the following characteristics are excluded from the scope of application of safeguard measures:

(1) Plain round steel bars, nominal diameter greater than 14 mm;

(2) Steel containing one of the following elements in percentage (%): C > 0.37%; Si > 0.60%; Cr > 0.60%; Ni > 0.60%; Cu > 0.60%;

(3) Alloy steel wire with HS codes 7227.90.10; 7227.90.90 used to produce welding rods (welding materials).

For organizations and individuals importing long steel products under items (1) and (2), in order to be excluded from the scope of application of safeguard measures, when importing goods, they must provide the customs authority with appropriate documents to prove that the imported goods satisfy the criteria for exemption from application of safeguard measures as above.

For organizations and individuals importing wire steel products under item (3), please refer to Article 4 of this Notice to carry out the procedures for exemption from application of safeguard measures as above.

List of goods subject to anti-dumping tax

Maintaining the application of anti-dumping measures on some cold-rolled stainless steel products imported into Vietnam originating from the People’s Republic of China, the Republic of Indonesia, Malaysia and Taiwan (China) according to Decision No. 3162/QD-BCT dated October 21, 2019.

a) Description of goods

Goods subject to anti-dumping tax are cold-rolled stainless steel in coils or sheets containing 1.2% carbon content or less and 10.5% chromium content or more, with or without other elements. Cold-rolled stainless steel in coils or sheets is annealed or heat-treated by other methods and pickled or descaled to remove excess impurities on the surface. These products may be further processed provided that the process does not change the technical characteristics of the product.

The goods subject to the investigation applying the measures with the above description are classified according to the HS codes: 7219.32.00; 7219.33.00; 7219.34.00; 7219.35.00; 7219.90.00; 7220.20.10; 7220.20.90; 7220.90.10; 7220.90.90.

The following product categories are excluded from the scope of anti-dumping measures: (1) cold-rolled stainless steel in coils or in sheets but not annealed or heat-treated (Full hard), (2) cold-rolled stainless steel in coils or in sheets with a thickness greater than 3.5 mm.

b) The following specific products are exempted from anti-dumping measures:

(i) Over-processed cold-rolled stainless steel sheets with mirror polishing (No.8 or Super Mirror gloss) and with protective coating;

(ii) Over-processed cold-rolled stainless steel sheets with different surface colors created by PVD, chemical, electrolytic or equivalent technology and with protective coating;

(iii) Over-processed cold-rolled stainless steel sheets with sunken patterns on the surface and with protective coating;

(iv) Over-processed cold-rolled stainless steel sheets with raised patterns on the surface and with protective coating;

(v) Over-processed cold-rolled stainless steel sheets with patterns created on the surface by laser printing and with protective coating.
