Special Preferential Import Tariffs for Goods from Europe to Vietnam under EVFTA
The EU-Vietnam Free Trade Agreement (EVFTA) was signed on June 30, 2019, and came into effect on August 1, 2020. Under this agreement, Vietnam commits to eliminating tariffs on 48.5% of tariff lines for the EU immediately upon the agreement’s entry into force. After seven years, tariffs will be eliminated on a total of 91.8% of tariff lines, and after ten years, tariffs will be eliminated on a total of 98.3% of tariff lines.
To benefit from the special preferential import tariffs for goods from the EU under the EVFTA, Vietnamese importers need to meet the following conditions:
Condition 1: Eligible Goods under the EVFTA Tariff Schedule
- Goods imported into Vietnam from EU must fall under the categories eligible for special preferential tariff rates according to the EVFTA.
How to Determine Eligibility
- Check the Harmonized System (HS) code of the goods.
- Refer to the Government Decree for the current applicable regulations (as of now, it is Decree No. 116/2022/NĐ-CP).

Condition 2: Importation from Specified Territories
Goods must be imported into Vietnam from the following territories as specified in EVFTA:
- Member Territories of the European Union: Listed in Annex III of the applicable Government Decree.
- Principality of Andorra and Republic of San Marino
- Territories of Ceuta and Melilla

- French Republic
- Federal Republic of Germany
- Italian Republic
- Kingdom of Belgium
- Kingdom of the Netherlands
- Grand Duchy of Luxembourg
- Republic of Ireland
- Kingdom of Denmark
- Hellenic Republic (Greece)
- Kingdom of Spain, excluding the territories of Ceuta and Melilla
- Portuguese Republic
- Republic of Austria
- Kingdom of Sweden
- Republic of Finland
- Czech Republic
- Republic of Hungary
- Republic of Poland
- Slovak Republic
- Republic of Slovenia
- Republic of Lithuania
- Republic of Latvia
- Republic of Estonia
- Republic of Malta
- Republic of Cyprus
- Republic of Bulgaria
- Republic of Romania

Condition 3: Exporter with REX Number and HS matching
- Exporter’s REX Number: The exporter must be registered in the REX system.
- HS Code Matching: The HS code of the imported goods should be listed under the HS codes registered by the exporter.

Condition 4: Origin Declaration in Documentation
- Origin Statement: The exporter’s documentation must include a self-certification of origin using the specified statement.
Standard Statement:
The exporter of the products covered by this document (customs authorization No …(1)) declares that, except where otherwise clearly indicated, these products are of …(2) preferential origin

Note: do not forget to include the exporter’s REX number on the customs declaration form.
