According to Circular 15/2013/TT-BCT of the Ministry of Industry and Trade, coal can only be exported when the following conditions are satisfied simultaneously:
- Has been processed and meets quality standards or equivalent quality standards as prescribed;
- Have a legal origin;
- Ensure other regulations (if any) according to the Government’s management on import and export activities from time to time.
