Governmental management on importing LED lamps to Vietnam

What certificates are required in importing LED lamps to Vietnam?  

LED lamps are under the specialized management of the Ministry of Science and Technology and the Ministry of Industry and Trade, according to which, when importing LED lamps, importer needs to do quality inspection, declaration of conformity and energy labeling.

Currently, when importing LED bulbs to Vietnam, importers need to register for state quality inspection and certification of conformity.

• LED lamps have HS code 853952: under specialized management of the Ministry of Industry and Trade, on the list of goods subject to specialized quality inspection (Decision 1182/QD-BCT). Therefore, when importing, importers need to register for quality inspection
• Certification of electrical safety and electromagnetic compatibility according to QCVN 19:2019/BKHCN (Under the management of the Ministry of Science and Technology according to decision 2711/QD-BKHCN)

LED lamps to imported into Vietnam must comply with regulations regarding labeling for imported goods (Name of goods; Name and address of the organization/individual responsible for the goods; Origin of the goods, Other contents according to the nature of each type of goods)

For LED lamps in the list of devices that must have energy labeling:

• Decision 4889/QD-BCT dated December 27, 2018 of the Ministry of Industry and Trade: lighting products using light-emitting diode technology (hereinafter referred to as LED lamps) have a nominal voltage of no more than 250V, capacity less than 60W and other LED lighting products voluntarily participating in the energy labeling program.
• TCVN 11844:2017 – LED LAMPS – ENERGY EFFICIENCY: Self-ballasted LED Bulbs with E27 and B22 caps and Double-ended LED Bulbs are designed to replace tubular fluorescent bulbs with G5 and G5 caps. G13, for general use, with power up to 60 W, nominal voltage not exceeding 250 V.
