What license does chemistry commodity need to export?

• For exporting industrial precursors: Organizations and individuals exporting industrial precursors must have a License issued by a competent authority. License to export and import industrial precursors is a condition for customs clearance when exporting. (Article 13 – 113/2017/ND-CP)
• Conditions for exporting Schedule 1 chemicals, Schedule 2 chemicals, Schedule 3 chemicals (stipulated in Clause 4, Article 6 of Decree 17/2020/ND-CP) – Chemical Tables 1,2,3 at 38/2014/ ND-CP:

a) Is an enterprise established according to the provisions of law;

b) There are trading activities with organizations or individuals of member countries of the Convention prohibiting the development, production, storage, use and destruction of chemical weapons.

• In case the exported chemical does not fall into the above two cases, there is no special policy, the exporter prepares a normal set of documents and customs declaration.
