The Vietnam customs has actively carried out a number of activities in related international organizations, such us:
The World customs organization (WCO)
– Became Official member of The World customs organization WCO on 01 July 1993.
– 1997: Join Kyoto convention on the simplification and harmonization of Customs procedures
– 1998, Vietnam accessed to the HS convension
The International Convention on the simplification and harmonization of Customs procedures (as amended), known as the Revised Kyoto Convention
The World trade organization (WTO)
Became Official member of WTO on 11 Jan 2007. As a member of WTO, Vietnam have responsibility to apply WTO valuation agreement.
Association of Southeast Asian Nations (ASEAN)
Vietnam is a positive member of Asean and active positively in all most all activities of the association, including activities related to customs.
Viet Nam has joint live operation of ASEAN Single Window since 1 Jan 2018.
Besides, the Vietnam customs have positive activities within APEC, ASEM …
As the results, The Vietnam customs’ regulations harmonize with international regulations
VNACCS/VCIS
VNACCS is the Vietnam Automated Cargo Clearance and Port Consolidated System
VNCIS is the Vietnam Customs Information System
Totherther, these systems have been developed since 2012 to modernize Vietnam’s customs processing of imports and exports by means of a new electronic system which is applied on April 1 2014.
All the data are centralized.
The declarant have responsibility to declare what they import/export (cargo name, HS code…), together with customs documents (such as invoice, bill, C/O,…) to the system via internet.
After receiving the declaration from declarant, the central system will decide the “colour” of the Declaration,
– Green lane – Number 1: The declaration is approved without further explanation
– Yellow lane – Number 2 means detailed document inspection is requested
– Red lane – Number 3 means physical inspection of goods is requested
Vietnam’s Nomenclature of Exports and imports
Vietnam is official member of the HS convention and member of ASEAN.
Vietnam’s Nomenclature of Exports and imports is an eight-digit HS nomenclature, which is totally based on the ASEAN Harmonised Tariff Nomenclature (AHTN). Vietnam’s tariff nomenclature is in English and Vietnamese.

ASEAN Single Window
Concept of the ASEAN Single Window
The ASEAN Single Window (ASW) for customs clearance will connect and integrate the National Single Windows of ASEAN Member States to expedite the electronic exchange of customs data that traders can use to obtain customs clearances, permits, and other documentation for trade with ASEAN countries. ASW provides the secure IT architecture and legal framework that will allow trade, transport, and commercial data to be exchanged electronically among government agencies or the trading community. This will expedite the cargo clearance process, reduce cost and time of doing business, and enhance trade efficiency and competitiveness.

On September 2015, Vietnam signed The Protocol on the Legal Framework to Implement the ASW (PLF), accordingly, to build ASEAN Single Window, members have responsible to build National Single Window.
Vietnam National Single Window
Viet Nam had launched her National Single Window since November 2014 with the involvement of nine ministries, including the Customs Administration under the Ministry of Finance.
Definiton:
National single-window system means permission for customs declarants to send information and electronic documents for following customs formalities and formalities of regulatory bodies related to imported and exported goods through an integrated communication system. Regulatory bodies shall decide goods that are permitted to be imported, exported and transited; customs authorities shall make decisions about granting customs clearance and releasing goods on the integrated communication system. (Article 4, Vietnam’s Law on Customs No. 54/2014/QH13 dated 23 June 2014)
Until July 2019, there are 13 governmental agencies which have implemented 174 administrative procedures, 2.3 millions documents of over 30.9 thousand companies through the Viet Nam National Single Window.
Viet Nam has joint live operation of ASEAN Single Window since 1 Jan 2018. At the time of July 2019, Vietnam official exchange C/O form D with 6 countries: Singapore, Malaysia, Indonesia, Thailand, Brunei and Campuchia.
Until 10 July 2019, Vietnam has received 87,355 electronic C/O and sent 153.872 electronic C/O worldwide.

All administrative procedures related to import – export will be implemented via NSW in 2020
Time for cargo clearance will be equal to 4 top countries in Asean
